ANNUAL
GENERAL MEETING OF BEAUMARIS CONSERVATION SOCIETY INC.,

HELD AT ST. MICHAEL’S
CHURCH HALL,
DALGETTY ROAD, BEAUMARIS, AT 8.00 P.M. ON 13TH SEPTEMBER 2000

2. CONFIRMATION OF MINUTES
OF THE 47TH AGM
 

Resolved that the minutes of the last annual
general
meeting be accepted as a true record.

3. PRESIDENT’S REPORT 

Since the last AGM the change in State Government
and
Bayside Councillors has resulted in considerable activity in the review
of building regulations. The most important of these are the State
Rescode
New Residential Code and the Bayside C2 Amendment of the Good Design
Guide.
 

These are at the moment separate submissions.
The Rescode
has been available for public comment and is now under review by a
Planning
Advisory Committee which answers directly to Minister Thwaites, and is
not part of the Department of Infrastructure.
 

BCS has had working parties producing
submissions on both
the Rescode and the C2 Amendment. The contribution of Ron Hayton, Keith
Holmes and Keith Foreman has been considerable in both time and
expertise.
Our thanks is due especially to Lesley and Rod Winning. Their
contribution
has been magnificent throughout the year at many working party meetings.
 

The culmination of their work on Rescode was
the presentation
to the Planning Advisory Committee on September 5th. Their highly
professional
12-page written submission and supporting video was given a personal
hearing
by three members of the Planning Advisory Committee and appeared to be
very well received. We now await the reaction of the State Government
to
our and some 450 other submissions on this subject. There may not be
any
further announcements before December this year.
 

We believe the Bayside C2 Amendment will be
assessed in
conjunction with Rescode. We are looking forward to a much lower
involvement
in planning matters once the revised planning schemes are in place. It
has been a situation forced upon us by the type of developments which
have
been degrading our suburb. I note that SOS hope to disband once
suitable
planning rules are in place.
 

The Foreshore Master Plan has been completed,
endorsed
by Council and given public hearings. Some implementation can be
expected
during this year.
 

I would like to draw attention to the Spring
Planting
Festival on 19th September. (Poster on display on the wall). We
continue
to support Friends’ groups such as Friends of Watkins Bay and the
foreshore
group in conjunction with Excell. Volunteers for our Subcommittees for
Vegetation, Public Relations and Responsible Development will be most
welcome.
 

In conclusion I would like to thank the
Committee, Zone
Leaders and the Responsible Development Group for their work and
willing
support throughout the year.
 

4. TREASURER’S REPORT 

Geoffrey Goode presented a copy of Summary of
Receipts
and Expenditure from 1999-2000. 
 

Resolved that this be adopted by the meeting.

Geoff reported that there is a deficit in our
funds at
present, mainly due to the Council election expense (this only happens
every 3 years). We will aim to budget carefully over the next 2-3
years.
Donations, amounting to $718, over the past year, are always very
welcome.
Geoff tabled a list of membership numbers of donors, with details of
the
amounts donated.
 

Resolved that the Treasurer’s Report be accepted.

6. GUEST SPEAKER 

Mark Gottsch, Tour Leader and expert on
wildlife and birds
particularly, gave us an entertaining talk with slides on his recent
tour
around Australia by air (Bronz Tours), highlighting areas such as the
Kimberleys,
Ayers Rock and Kakadu.
 

Meeting closed 10.00 p.m. 

After this people spent some time enjoying a
drink or
two and the company.
